Labor Camp Accommodation for Saudi Arabia, the UAE, Qatar and Oman

Modular sleeping blocks, ablution units and dining halls for workforce camps in the Gulf, manufactured in Suzhou and shipped to Jebel Ali, Dammam, Hamad and Sohar. We quote CIF, and we tell you what the quotation excludes — because in a Gulf camp the exclusions are usually where the budget moves.

What a Gulf camp actually needs

Labour accommodation in the Gulf is not a housing product, it is a compliance product. The client is usually a main contractor who must show a client or a labour authority that workers are housed to a defined standard: floor area per person, beds not exceeding a set number per room, ablution and toilet ratios, dining and recreation space, fire escape distances and potable water. The buildings are the easy part; the layout is what wins or loses the approval.

So we start from the bed count and the standard, not from a unit type. Send the number of workers, the single-to-family split (or male/female blocks) and the standard your client is being held to, and the answer comes back as a block layout: how many sleeping blocks, how many ablution blocks, dining capacity, and the site area the layout needs at the spacing your fire consultant requires.

Building types we supply

  • Sleeping blocks — flat pack or detachable units, configured 2–6 beds per room, with individual lockers and split-AC provision.
  • Ablution blocks — toilets, showers and washing troughs to the ratio the project standard requires.
  • Dining halls — larger clear-span flat pack combinations with kitchen fit-out provisions.
  • Recreation and welfare — prayer rooms, TV rooms, laundry and site offices.

The labor camp dormitory page covers the two-storey container block in technical detail; this page is about how those blocks are combined into a working camp for a Gulf project.

Heat, dust and the envelope

A Gulf summer is the specification. The building envelope we supply is a sandwich panel system — EPS, rock wool or PU core between colour steel skins — and the core choice is the decision that matters: EPS is cheapest but has the weakest fire performance, rock wool buys fire resistance and is the usual choice where civil defence review is strict, PU sits between the two on both counts.

Air conditioning is not included in the unit price. What we supply is the electrical provision and the structural mounting points for condensers, sized by the project's MEP engineer for the local design temperature. We have seen too many quotations that quietly omit cooling and hand the client a 45°C steel box in July.

Dust is the other half. Door and window selection, sealant quality and the frequency of filter cleaning matter more than the panel thickness. For camps near the coast — Jebel Ali, Sohar, Salalah — corrosion protection on the frame is the item to specify, not the paint colour.

Freight, ports and what the price excludes

We ship from Shanghai and Ningbo. Jebel Ali, Dammam, Hamad, Sohar and Salalah are the usual discharge ports; transit runs roughly 18–28 days depending on routing. Standard 20ft flat pack units load 12 per 40HQ, which is the number to use when you cost the sea leg.

Our quotations state the Incoterm, the port and the validity window, and they list what is excluded: import duty, VAT, onward trucking from the port, foundations, crane hire, installation labour, MEP connections and permits. For the UAE we publish a landed range to Jebel Ali in the landed cost index — 5% import duty applies, and free zones such as JAFZA and Dubai South are treated differently from the mainland, so the entry point changes the total.

We will not publish a duty rate for Saudi Arabia, Qatar, Oman, Bahrain or Kuwait that we cannot source: the rate depends on the HS classification and the importing entity, and a wrong number here becomes a budget problem on site. Your customs broker's ruling governs.

Approvals: what we can and cannot supply

Compliance with a Gulf building code is a project-level approval, not a product certificate. What we provide is the technical file your engineer or consultant submits: structural drawings and load calculations, panel fire performance reports, steel and panel material certificates, electrical schematics and the packing list. What we do not do is print a certificate we have not been issued, or claim that a unit is approved in a jurisdiction we have not worked in.

If your project requires a specific test report — fire rating to a named standard, for example — tell us at quotation stage. Sourcing an additional test on the panel core is possible; discovering the requirement after the containers have sailed is not.

How a Gulf camp order runs

  1. Send bed count, standards and destination port.
  2. We return a block layout, a bill of quantities and a firm CIF quotation.
  3. The technical file goes to your engineer; any additional test is quoted as an add-on.
  4. Production runs with a trial assembly of the first block; you approve photos before the rest is packed.
  5. Shipment from Shanghai or Ningbo, with a loading plan and packing list per container.
  6. We can supply a site supervisor for erection if your labour is not experienced with the system.

Questions from Gulf buyers

Which Gulf ports do you ship to?

We ship from Shanghai and Ningbo to Jebel Ali, Dammam, Hamad, Sohar and Salalah. Transit is typically 18–28 days depending on the port and the sailing. We quote CIF to the port you name, and state clearly that onward delivery, duty and VAT are excluded unless we quote them separately.

How is worker accommodation configured for a camp of 200 people?

A common configuration is 40ft detachable blocks or stacked 20ft flat pack units for sleeping, with separate blocks for ablutions, dining and recreation. Capacity planning starts from beds per room and the male-to-female or single-to-family ratio your client specifies — send the bed count and we will return a block layout.

Does the accommodation suit 45°C summers?

The building envelope is the same sandwich panel system we use everywhere, with the panel core (EPS, rock wool or PU) selected for insulation and fire performance. Air conditioning is not part of the standard package — the units are supplied with the electrical provision and structural mounting for condensers, and the AC units are specified by the project engineer to local requirements.

Are the units certified for Saudi or UAE building codes?

No supplier can certify a Chinese-built modular unit as compliant across every Gulf jurisdiction, because compliance is a project-level approval. We supply the technical file — structural drawings, panel fire performance reports, material certificates and load calculations — for your engineer or civil defence consultant to submit. We will not claim a certification we have not been issued.

What is the difference between the units on this page?

Flat pack units ship as panels and assemble on site, which is cheapest per unit at volume. Detachable units ship as a nearly complete box that bolts together, which is faster to erect on site. Both share the same frame and panel system; the choice comes down to freight cost versus site labour.

Send the bed count, get a layout

Tell us the number of workers, the standard you are being held to and the discharge port. We will come back with a block layout and a CIF quotation, and we will say plainly what the quotation excludes.
